    How ‘wonderful Baganda’ spies helped security

    Although the Buganda riots of 2009 ended a month ago, Uganda’s two main security forces are not resting. In fact, from what The Observer has learnt, you should expect unprecedented security surveillance from now until well after 2011.

    And the people watching over you may not necessarily be conventional intelligence operatives – but it could be your neighbour or even a friend. The Observer has, for instance, learnt that in order to counteract the rioters, the Army and Police relied heavily on information from self-appointed Baganda spies.

    Senior intelligence sources have told this newspaper that a week after the riots ended, the Inspector General of Police, Maj. Gen. Kale Kayihura, told senior colleagues in security circles in a memo, that they should remain vigilant. We have established that the memo was copied to President Museveni and the Chief of Defence Forces, General Aronda Nyakairima, among others.

    Our sources quote Kayihura as having urged security agencies to remain vigilant as the rioters were “likely to make another attempt to disrupt the hard-earned peace and freedom” in the country.

    As we reported last month, President Museveni had appointed Kayihura as the second in command of the forces charged with quelling riots that broke out on September 10, after government moved to block Kabaka Ronald Mutebi’s planned visit to Kayunga district (See: Museveni now links riots to new rebel group; The Observer, September 28-30).

    The deputy CDF, Lt. Gen. Ivan Koreta was the overall boss of the operations, with Brig. James Mugira, the Chief of Military Intelligence, as number three. The two-day riots, involving mostly Baganda youths, left up to 30 people dead, 82 injured and 846 arrested.

    Kayihura’s memo sits well with President Museveni’s later directive – reported in our story mentioned above – that many security operatives in civilian attire should remain deployed. Even today, one month after the riots, soldiers can be seen in strategic trading centers along highways to and from Kampala.

    For instance in Nansana, six miles on Hoima Road, uniformed soldiers are still camped in at least two locations. Many soldiers are still stationed at the Central Police Station in Kampala, sharing offices and food ration with the regular Police.

    Army Chief Aronda Nyakairima agrees with Kayihura’s prediction that the riots may re-occur, thus the need to be vigilant. Responding to Kayihura’s memo, Nyakairima wrote his own on September 17, according to our reliable source in the UPDF, stating that “such violent forces” are likely to return to the streets “today, tomorrow, 2010, 2011.”

    Indeed intelligence chiefs fear that political unrest will characterize the run up to 2011, the year of the next general elections, when President Museveni is expected to seek to extend his rule to 30 years.

    Nyakairima is further quoted as saying that the joint forces (Police, UPDF and their intelligence arms) needed to meet and draw strategies of how to prevent such riots. If they can’t be prevented, the CDF said, “we should take them on and defeat them in hours and days.”

    In his memo, the Army chief also recognize the role played by a group of Baganda vigilantes who volunteered intelligence information that helped the security forces to defeat the rioters.

    In his memo, Kayihura had informed Nyakairima of a group of Baganda volunteers who supplied information to the Police and Army about the rioters’ activities. The Police boss was proposing that the security chiefs meet these Baganda spies to express their gratefulness.

    It is not clear who these Baganda are but our sources say that they managed to infiltrate small groups of rioters and passed on information to the security forces. The security forces used this information to understand the dynamics of the riots before finally bringing them under control.

    Museveni weighs in

    In his reply to Kayihura, we have been told, Nyakairima overwhelmingly supported a meeting with this group, whom he referred to as “wonderful Baganda.” It could not be established by press time if these wonderful Baganda had actually met the security top brass. But they were expected to be handsomely rewarded for their efforts, since Kayihura stressed that they had used their own resources.

    The idea that the Baganda volunteers may already have been paid some money was lent credence by a State House source, who spoke to this newspaper on condition of anonymity. This source says that as early as last month, President Museveni was informed about these Baganda vigilantes.

    Because of the critical role he understood the Baganda spies to have played, he reportedly asked Nyakairima and General David Tinyefuza (Coordinator of Intelligence Agencies) to give them whatever they need so as to provide “enough information.”

    These developments point to the significance the riots have assumed. While many Baganda – even those who are not fanatical about the monarchy – were angered by the standoff that led to the riots, Museveni and his security chiefs have taken the riots as an attempt to bring down his government.

    Unwilling to believe that people can’t spontaneously rise up in solidarity with a cultural leader without political let alone economic power, the government insists the riots were organised by political enemies.
    That is why the President even suspected the hand of the shadowy Popular Patriotic Front (PPF) rebels in the riots, let alone reference to a foreign hand, which was later understood to be Libyan leader Colonel Muammar Gadhafi.

    RE: INPUT ON THE IMPACT OF THE CLOSURE OF FMs AND THE WAY FORWARD.

    Honorable minister, we discussed with Mr David Mafabi (office of the president) regarding the closed Radio stations, and i raised several issues with him which I present to you and may as well share with the powers that be at an appropriate time.

    First, I wish to express my reservations for the Broadcasting council for not doing enough to forestall the mess in the electronic media especially the fm stations more so in view of what befell the country .

    As much as we have endeavored to set standards at Super fm, we have been let down by our competitors who either out of fear for positive competition or deliberately for failing fulfill the requisites of professional broadcasting.

    With regard to the three closed stations, its my belief that the major protagonists are CBS and AKABOOZI while SUUBI FM is a nonentity in this jigsaw. It’s my conviction that you critically focus with CBS and AKABOOZI given their burgeoning presence in the FM industry.

    Both FMs are a sister act especially with regard to violating the ethical code of conduct as per the press and journalist act 1995 and electronic media statute 1996 as well as the broadcasting council guidelines put in place for the electronic media to adhere to.

    We at Super FM can use this time of relative normalcy before the closed FM stations are re-opened to fix the situation both on behalf of Government and the party as well as check on the activities of the broadcasting council on their part.

    Action Plan

    I request that through your office you create a special desk where you can identify NRM cadres who can ably articulate party/ Gov’t issues on the air waves.

    If this is implemented, am ready to offer a weekly program preferably during the day in fulfillment of this mission. This will help us mobilize.

    Honorable, we are aware of the imposing status of these two stations and the expected new sense of belonging upon re-opening I think that there is a need to covertly reduce their influence in the industry.

    The stations will re-open with a bang and every listener will naturally want to associate with them after all this time in suspension. Its against this that if no advance counter measures are put in place the bubble will bust and you might not achieve the goal of their closure.

    For instance you can do this by demanding that they unconditionally shuffle various presenters in unfamiliar programs, i.e. from presenters to newscasters and vice versa.

    By so doing, you can institute an “independent” survey to rate FM stations and am positive that the programs will be rating low after some time or/ and even most of the presenters will be disenchanted by the new set up and may end up thinking twice.

    Through this scheme, we can make amends by promoting those stations that are on the same page with the system

    (e.g Super FM) and by the time they re-organize it will be after months when we have steadily set off.

    Alternatively, like we discussed with Mr. Mafabi, we can sweet talk a couple of presenters and draw them to the realization of not risking their careers and instead switch to the operating radio such as Super FM.

    Personally am targeting two from CBS FM and two from AKABOOZI. For the fact I know that the management of both stations cannot agree to sack their prized presenters for the sake of re-opening them because they form the basis of their popularity.

    But I can assure you that if we cunningly implement snatching them away, it cannot take long before these presenters are beaten into line with what we want.

    We has suggested with Mr. Mafabi and Tamale Mirundi that I make a presentation on the above issues so that I can give you a more practical picture on the way forward on this matter for the continuity.
