    Al Shabaab Kills 15 MPs

    MOGADISHU, Somalia — A suicide bomber and gunmen wearing military uniforms attacked a hotel near Somalia’s presidential palace today, sparking a one-hour gun battle with security forces in which at least 32 people were killed, including 6 MPs alhough other sources say the number is 15.

    Witnesses described a horrific scene of bodies throughout the Muna Hotel and guests scrambling to safety by escaping out of windows, according to 256news.com agencies.

    The multi-pronged assault came less than 24 hours after the country’s most dangerous militant group — Al-Shabaab, a group allied with al-Qaida — threatened a “massive” war against what it labeled as invaders, a reference to the 6,000 African Union troops in Mogadishu.

    The attack on the Muna Hotel raised the two-day toll to at least 70 people, a high number even by Mogadishu’s violent standards. Fighting that rocked Mogadishu on Monday killed 40 people, health officials said.

    Somalia’s deputy prime minister told The Associated Press that 19 civilians, six members of parliament, five security forces and two hotel workers were killed in the attack — a total of 32. Two attackers also were killed, said Abdirahman Haji Aden Ibi, the deputy prime minister. A government statement said 31 people were killed.

    An 11-year-old shoeshine boy and a woman selling tea in front of the hotel were among the dead, African Union spokesman Maj. Barigye Bahoku (a Ugandan officer) said.

    “They have no motive other than to terrorize the Somali people. This is a deplorable act in this holy month of Ramadan. It shows their brutality and lack of respect for humanity,” said Abdirahman Omar Osman, Somalia’s information minister.

    A survivor described a frenzied, one-hour battle inside the four-floor, $10-a-night hotel.

    Saynab Qayad, a member of parliament staying at the hotel, said she was jolted awake by the popping sound of bullets. Three members of parliament staying on the fourth floor had drawn their guns while other guests scrambled to safety by escaping out the windows, she said.

    “Smoke filled my room after bullets smashed my window. I hid myself in a corner of the room. Then a guest next door came to my door, screaming ‘Come out! Come out!’ And when I came out bullets continued to fly around.

    “I went back to my room and locked my door. Shortly afterward, the hotel staff asked me to come down and put me in a room at the second floor with four other survivors,” she said. “The body of a member of parliament was lying at that small room’s door.”

    Sheik Ali Mohamud Rage, a spokesman for the al-Shabab militia, said that members of the group’s “special forces” had carried out the attack against those “aiding the infidels.”

    While Mogadishu has a small, government-controlled zone near the seaside airport, al-Shabab operatives frequently infiltrate the area, and the attack is only the latest proof that al-Shabab has molded itself into a full-fledged insurgent force capable of daring, complex assaults.

    In a similar attack in December, a suicide bomber detonated himself at a university graduation ceremony near Tuesday’s hotel attack, killing 24 people, including three government ministers, medical students and doctors.

    In its first international attack, al-Shabab last month claimed responsibility for twin bombings in Uganda’s capital during the World Cup final, explosions that killed 76 people who had gathered to watch the televised match. Al-Shabab said the attack was in retaliation for Uganda’s role in the African Union force in Mogadishu.

    Militant veterans of the Iraq and Afghanistan wars are believed to be helping train members of al-Shabab, which has pledged allegiance to al-Qaida.

    Somalia has not had an effective government for 19 years. Islamic insurgents led by al-Shabab have been trying to topple the government from Mogadishu since January 2007. The AU force has ensured the government stays because the force’s mandate is to protect key government officials and installations such as the air and sea port in Mogadishu.

    Islamic courts were instrumental in pacifying Somalia

    THE US decision in 2006 to send Ethiopian troops into Somalia in 2006 was one of the stupidest moves in a very stupid decade. This week, some of the chickens spawned by that decision came home to roost.

    On Monday the al-Shabaab militia launched a “massive war” against the 6,000 African Union peacekeepers, who are protecting the so-called government of Somalia. In reality, however, all it actually governs is a few dozen blocks in Mogadishu, and its members are just a group of Somali warlords and clan leaders who proclaimed themselves to be the “Transitional Federal Government” (TFG) in 2004.

    Six “members of parliament” were among the 40 people killed when an al-Shabaab suicide squad stormed the al-Muna Hotel in Mogadishu on Tuesday, but there will be no by-elections to replace them. They were never elected in the first place. The TFG made no progress in reuniting the country, and now its surviving members sit surrounded by al-Shabaab fighters who control most of the sprawling capital.

    Southern Somalia has been trapped in an unending civil war since the last real government collapsed in 1991, but the current round of killing was triggered when the US invited Ethiopia to invade the country in 2006. This was a bit high-handed, especially since Ethiopia was Somalia’s traditional enemy, but Washington’s aim was to destroy the “Islamic Courts” in Somalia.

    The TFG failed utterly to impose its authority and restore order in Somalia, but the Islamic Courts Union took a different approach. Its roots were in the merchant class in Mogadishu, who simply wanted a safer environment to do business in, and they understood that Islam was the only common ground on which all of the country’s fissiparous clans and militias might be brought together again.

    The Islamic courts, applying shariah law, were the instrument by which the society would gradually be brought back under the rule of law — and for about six months, it worked amazingly well. The zones of peace and order spread throughout southern Somalia, the epicentre of the fighting, and trade and employment revived. A made-in-Somalia solution had spontaneously emerged from the chaos.

    Inevitably, some of the younger supporters of the Islamic Courts movement enjoyed ranting in public about the virtues of al-Qaeda, the wickedness of Americans, and other matters of which they knew little. Almost every popular movement has a radical youth wing that specialises in saying stupid and provocative things. It is the job of the adults, inside and outside the organisation, to contain their excesses and NOT TO PANIC.

    Alas, the US panicked, or at least its intelligence agencies did. The mere word “Islamic” set off alarm bells in the Bush administration, which had the lamentable habit of shooting first and thinking later.

    Washington therefore concluded that the Islamic Courts Union, Somalia’s best hope of escaping from perpetual civil war, was an enemy that must be removed. Since the TFG was clearly not up to that task, Washington asked Ethiopia, Somalia’s old enemy, to provide the necessary troops.

    A prostrate and divided Somalia was clearly in Ethiopia’s long-term strategic interest, so why not? Especially since the US financed the whole operation.

    The Ethiopian troops invaded in late 2006 and the Islamic Courts Union was destroyed, leaving the field clear for the movement’s radical youth wing, al-Shabaab (The Youth). Attacks on both the TFG and the Ethiopians multiplied, and civil war and chaos returned to Mogadishu. After two years the Ethiopians, having thoroughly wrecked any prospect of peace in Somalia, pulled their troops out and went home.

    Since late 2008, only the 8,000 African Union troops in the country have kept alive the fiction of a Somali government friendly to the US, but al-Shabaab has now gone on the offensive. The two suicide bombs that killed 74 people in Kampala last month were a warning to Ugandans to bring their troops home from Somalia, and al-Shabaab is now trying to overrun the last small patch of Somali territory still held by the TFG.

    The northern half of former Somalia, ruled by the breakaway states of Puntland and Somaliland, is already at peace and will remain so. Southern Somalia will probably have to endure more years of violence and despair because Washington never understood that the Islamic Courts Union could be its tacit ally in stabilising Somalia. But nothing particularly bad will happen to anybody except Somalis, so that’s all right.

    Al Shabaab kill 4, injure 8 UPDF soldiers

    The Somali militants, al Shabaab, yesterday attacked the presidential palace in Mogadishu and killed four Ugandan peacekeepers.

    The attackers also injured eight Ugandans in the bomb attack against UPDF soldiers who are guarding the presidential residence. “They killed four of our soldiers this morning [yesterday] in the attack on Villa Somalia,” the army spokesperson, Lt. Col. Felix Kulayigye said yesterday.

    The attack brings the total number of Ugandan soldiers killed in Somalia to 30. The attack comes a week after al Shabaab pledged to fight a “massive, final war” against the AU troops. But the spokesperson of African Union Mission in Somalia (Amisom), Maj. Barigye Ba-Hoku, told Daily Monitor from Mogadishu yesterday that the AU forces were in control.
    The killing of Ugandan peacekeepers followed six days of intense fighting that has left 80 people dead and 150 injured. The attack drew a retaliatory offensive from government forces, sparking off an intense battle involving gun, mortar and artillery fire.

    All roads in Mogadishu were yesterday closed as fighting between government forces and al Shabaab went on. The spokesperson of the Islamist militants claimed victory after the attack, saying they had killed the “invading Christian forces” at the presidential palace.

    Week long fighting
    On Tuesday al Shabaab attacked Muna Hotel in Mogadishu and killed 80 people including six Members of Parliament. They have waged a three- year war against the western-backed government of President Sheikh Sharif Ahmed with the hope of overthrowing it and replacing it with an Islamic government governed on the principles of Sharia law.

    At least 6,000 Ugandan and Burundian troops make up the bulk of the peacekeeping force, which patrols a safe zone of 15 city blocks that the government controls in Mogadishu. The mission protects such key installations as the airport, seaport and presidential villa. Other African countries like Guinea, Nigeria and Djibouti pledged troops but have not yet delivered on their promise.
