    Nadduli warns of trouble for Kabaka over Bukoto election News

    Seven days to polling day in the Bukoto South by-elections, NRM vice chairman (Buganda region), Abdul Nadduli, has warned of trouble for the Buganda’s monarch should the ruling party’s flag bearer, Alintuma Nsambu, lose.

    “If the Kabaka turns into a [vote] winning factor, he is going to find himself in trouble. He is going to go on a collision [path] with the central government because he will be seen as failing the government,” Nadduli said while addressing the South Buganda Journalists’ Association weekly press conference at Hotel Brovad in Masaka.

    The Luwero district chairman, who has camped in Masaka to campaign for Nsambu, related his remarks to the events of 1966 — the attack on the Kabaka’s Mengo palace, his fleeing the country and the subsequent abolition of traditional and cultural institutions. Nadduli’s warning comes after the Mengo minister for youth, Florence Bagunywa Nkalubo, on Saturday declared Alintuma Nsambu an enemy of the kingdom and asked the police to arrest a group of youth that move with him donning T-shirts labelled Nkoba za Mbogo, a pro-Kabaka Buganda youth association of mainly students in tertiary institutions.

    Speaking at a thanksgiving ceremony for the Mengo minister of state for youth, Noah Kiyimba, in Kibaale village near Kinoni trading centre, Bagunywa warned of punitive measures against the said youth, who are campaigning for Nsambu, a “renowned enemy” of the kingdom. The katikkiro (prime minister) of Buganda, John Baptist Walusimbi, who was chief guest, did not respond to the remarks.

    But Nadduli says Mengo leaders should avoid associating the kingdom with politics, warning that doing so could plunge the Kabaka into trouble.

    “Relating the Kabaka [to this by-election] is like digging another grave for him,” said Nadduli.

    Asked to comment on the reluctance of NRM legislators in the area to support Nsambu and the resolution of the Buganda parliamentary caucus to reject his candidature for allegedly making derogatory remarks about the Kabaka, Nadduli said: “They are ambitious about being included on the cabinet list, and could be looking at Nsambu as a threat to them.”

    “This hate campaign against [Nsambu] could even be engineered within the circle of ministers. Some ministers are behind the campaign to fail Nsambu,” Nadduli said.

    Meanwhile, President Museveni is expected to join Nsambu on the campaign trail on July 8, and is scheduled to address two rallies: at Kiwangala in Kisekka sub-county and Nkoni in Kingo sub-county. And, as Nsambu hosts the President, his main rival and DP candidate, Mathias Nsubuga Birekeraawo, will be hosting musician Bobi Wine, who is expected to apologise to the constituents and the Kabaka for performing at one of Nsambu’s earlier rallies.

    The musician was heckled, June 23, when he performed at a rally that also featured prominent artistes including Jose Chameleone, Iryn Namubiru, Bebe Cool and Raga Dee. The crowd was particularly unhappy with Bobi Wine alias Omubanda wa Kabaka (Kabaka’s ghetto boy), accusing him of betraying the Kabaka. His fans threatened to boycott his performances until he apologises.

    ‘Kabaka can be removed’

    Muganda Minister advises Museveni

    A new eyebrow-raising account of the September 10 State House meeting between President Museveni and Buganda MPs at the peak of the stand-off between Buganda Kingdom and the Central Government reveals that some senior Baganda government officials turned their guns on the Kabaka.

    The Observer has learnt that a long-serving Muganda minister, Janat Mukwaya, suggested during the meeting that the king who was considered the cause of the riots could actually be forcibly removed by his subjects for misbehaving.

    The most senior Muganda official in government, Vice President Gilbert Bukenya, called for tougher action against the media and the kingdom.

    He wondered: “Where should a cultural leader stop?” This was in response to Museveni’s lamentation that the Kabaka, Ronald Muwenda Mutebi II, was fiddling with everything in the land.

    Sources at the meeting have told us that MPs appeared to be competing to impress the President in their anti-Buganda presentations. Below is a carefully written account of what was said by some of the Buganda MPs, according to sources who attended the meeting.

    Prof. Gilbert Balibaseka Bukenya (Vice President and Busiro North MP)

    I thank Your Excellency for the strong stand you have so far taken. We should quickly come up with stringent guidelines on the press and radios. Where they have reached, they have become a menace. (CBS had just been switched off air).

    Where should a cultural leader stop?

    It sometimes sounds ridiculous when I hear Betty Nambooze representing Kabaka and talking politics. I hope the Kabaka can be told in no uncertain terms not to go to Kayunga. This is because Kayunga comprises all tribes of Uganda.

    Who is in charge of MPs? The first time it was Theodore Ssekikubo speaking for Buganda MPs, the next time it was Ibrahim Lubega Kaddunabbi. Who is supposed to give the position of Buganda NRM MPs?

    I was shocked, Your Excellency, when I learnt that MPs from Buganda had been summoned to the Members’ Lounge at Parliament to receive instructions from Mengo that were delivered by Betty Nambooze. That is why I didn’t join them when they walked out of Parliament yesterday, September 9. (He is booed for what colleagues perceived to be deliberate lies and Museveni has to shout: “order, order” several times).

    Janat Mukwaya (Mukono South MP, and General Duties Minister)

    I thank you Mr. President for the action you have taken so far (deployment of the Army/Police and closure of CBS).

    The Bakobi (ordinary people) can remove the Kabaka when he is not behaving well. Yes, it is provided for in our culture and norms Bakopi can remove a king. We didn’t fight to bring freedom only for it to be excessively abused by the lawlessness and recklessness on radios. Excessive freedom is being abused.

    Tom Kazibwe (Ntenjeru South, Kayunga)

    Mr. President, who do you recognise as Ssabanyala? There is Kimeze who is hated by many Banyala, there is Nkojo who is recognised by some, and there is Namuyonjo as well. There is no consensus as to who the leader of Banyala is.

    Besides, it is too late for you to stop the visit of the Kabaka. You should have stopped it long ago if you knew it was not right. Stopping it now could be chaotic.

    Florence Nayiga (Woman MP, Kayunga)

    Mr. President, the people of Bugerere, including Banyala, are prepared to receive the Kabaka. In fact, the youth are jubilating because they want the Kabaka to give them part of the Shs2 billion (prosperity for all) money that you gave him. You said Nakasongola passed a district resolution against Kabaka’s visit. In Kayunga the district resolution is that the Kabaka should come. Museveni responds by telling Nayiga that the main issue is joogo (disrespect)!

    Article 246 of the Constitution envisaged that Parliament or the Executive will make a law to operationalise traditional institutions. I am surprised we have not dealt with it. (This became part of the resolution and part of Museveni’s address to Parliament last week).

    Charles Bakkabulindi (Workers’ MP and Minister of State for Sports)

    Your Excellency, I am surprised you are curtailing Police from exerting itself. You need to leave Police to use full force to deal with the situation.

    Joseph Mugambe (Nakifuma)

    Mr. President, we shouldn’t allow minority dictatorship. The Banyala are just 7,000 in that area, while Baganda are about 90,000. The Banyala are now going to suffer a backlash. What is it that you benefit from elevating the minority over majority? There are more Kusu from Southern Sudan in that area because it neighbours my constituency. The Kusu on Friday had their cultural assembly and they were given security. Suppose Nubians in Bombo woke up one day and stopped the Kabaka from going to his Bamunanika palace!

    HOW CAUCUS WAS BROKEN

    Before meeting the President, Buganda MPs had planned to meet and generate consensus amongst themselves, but our sources tell us that state agents ensured that this meeting flopped.

    President Museveni reportedly phoned some key power-brokers and asked them to abandon the pre-Entebbe Buganda Caucus meeting.
    Consequently, the Chairperson of the Buganda Parliamentary Caucus, Rose Namayanja Nsereko, sent phone messages canceling the meeting that was scheduled to take place on Thursday, September 10, at Parliament.

    Namayanja reportedly claimed that some of the caucus members were attending an emergency Cabinet session. The reason some MPs suspect foul play on the part of Namayanja is because she had earlier hidden away from the group when they wanted the caucus to discuss the standoff between President Museveni and Buganda.
