    ADF sets up urban terror network in Kampala
    WEDNESDAY, 29 SEPTEMBER 2010 07:38 BY THE INDEPENDENT TEAM

    Contrary to general belief that ADF rebels were defeated, they are still active in DR Congo and have established urban terror networks in Kampala. Before the July 11 twin terror attacks in Kampala, intelligence had been tracking and arresting ADF operatives. We bring you case by case details.
    TEZITA MUSA aka KIMBUGWE aka SUPA
    INTRODUCTION
    1. The subject is an ADF fighter who was arrested on 25 Jun 08 at a roadblock in Karugutu on Fort Portal-Bundibugyo road. He was on route recce for ADF operations. He used to ply the Mbarara-Kasese, Fort Portal- Kampala roads in an ADF vehicle; Isuzu ELF UAK 654E (impounded) on instructions of Jamil Mukulu and David Lukwago aka Rashid Lukwago (ADF Army Cmdr). He was to coordinate with other operatives already in the country thus, Kawagu Abdu a.k.a Muyizi (in Buwama), Bogere Dauda aka Menya Andrew aka Nyame (husband to Zainabu Nasoolo in Kibibi). A study of subject’s printout led Trackers to the arrest of 02 ADF operatives, namely; Nasoolo Zainabu aka Kawooya (wife to Menya Andrew) in Kibibi, and Kalsum Aisha in Nalya, Mukono. Nasoolo’s revelations led to the arrest of Kijjambu Toyota aka Henry. Kijjambu’s group of 06 were to conduct urban terror operations on instructions of Jamil Mukulu.

    BIODATA
    2. Tezita Musa claims to be a Munyarwanda born in 1972 to Hajji Musa Kazungu and Robina Namayemba of Mityeduma, Mbirizi Lwengo Sub County, Bukoto County, in Masaka District. In 1981 he went to Kyereme primary school in Mbirizi where he dropped out in P6. Subject has 42 siblings. He is married to Zainabu Nakiyimba with whom they have 07 children. He is now resident in Mantanta Zone in Kyazanga town.

    REVELATIONS
    3. Upon interrogation, subject reveals that;
     Between 1987 -2006, he took to a number of odd jobs. He worked as a mechanic up to 1992, a baker in 1993 before joining Kakira Sugar Works in 1995 as a driver. That between 1995-1996, subject went back to Kyazanga where he worked as a mechanic. From 1998-2006, he was a truck driver in Kyazanga.
     In 2006 while in Kyazanga, Tezita had a friend called Baghdad alias Ahmed Kakembo currently in ADF camps in Congo who used to play audio tapes about Jamil Mukulu’s preachings and subject got interested. The massage was that freedom was through ADF (Jihad). In Sept 07, Baghdad took subject to Kampala and met Kajubi with whom they travelled up to Kasese. Kajubi called a Congolese man who picked them by a minibus and travelled up to Beni from where they boarded motorcycles to the forest. They were picked and taken to Cucubo (Rwamisota) camp for training where he and 24 others passed out after specialised training in Taekwondo after 03 months.
     In March 07, subject in a group of 08 under Bosco escorted a group of 150 rebels under Kato up to River Semiliki. That Kato’s group was advancing towards Uganda. On returning to their camps in Congo, subject with others underwent a 06 months’ training.
     d. That around Feb 08, upon completion of training he was called by Kakande and Lukwago who briefed him that he was to go to Uganda for a mission. He was given US$ 50 for transport facilitation but rode on a motorcycle to Beni.
     While in Beni, one Faisal got a DRC identity card for subject, and one Habib commonly known as Mzee Kigere took the subject up to Kasindi border and assisted him in changing the dollars into Ugandan currency and also gave him a Safaricom Sim Card with instructions on how to use it. Subject then proceeded to Kikorongo from where he boarded a trailer to Buwama and was picked by Muyizi aka Kawagu Abdu upon arrival.
     Subject was accommodated by Muyizi aka Kawagu Abdu for one week and Jamil directed Muyizi to organise an identity card and a residence for the subject. The ID was got from Kakajo Zone in Bweyogerere and a residence in Nateete.
     In March 08, Jamil Mukulu instructed Tezita to go to Dubai Terminal (car depot) where he would find a person waiting for him. That he later iscovered the said was Hajji Ali Mubiru who handed him the Isuzu lorry ELF around mid March 08. The said truck was given to Ali Mubiru by Seka Adam Mukalazi. Then subject, Ali Mubiru and one Kiyemba Abdu Hakim processed the papers and got the registration number.
     On Jamil Mukulu’s instructions, subject drove the vehicle to a garage in Nalukolongo (Kampala) where the body was constructed using money sent to him through Forex Bureaus. He was told the vehicle would be used for;
     Ferrying ADF combatants.
     (2) Generating proceeds for ADF activities. (3) Carrying out route recce.
    4. Transporting logistics to DRC.
     That on several occasions he could withdraw money from a number of Forex Bureaus in Kampala and also got money from Buscar Bus service, Geteway bus sent by one Lillian Anyango, another ($600) from Yunus Kassim, Mark Tezita and Pounds worth 15, 60, 154, sent by one Betty Nasuuna through Shumuk Forex Bureau in his (subject’s) names.
     In Apr 08, subject was again instructed by Jamil Mukulu to go to Zainab Aziz Building in Kampala and pick Nasoolo Zainabu (arrested) who had been taken there by Mama Fau from Nkoowe (wife to Nuhu Ismael Balengera an ADF operative in DRC). Subject took her to Kyabadaza and handed her over to the husband Bogere aka Andrew Menya who took her to Kibibi from where she was arrested. Nasoolo had been picked by Lugemwa Abdu Hamid from Masanafu to Nkoowe.
     That the Safaricom line he got from Congo got blocked and he bought a Celtelline and used it to call Jamil Mukulu who then instructed him to go to Kenya and buy Celtel Kenya line.
     On 18 Jun 08, Jamil Mukulu instructed him to go for recce. He took off from Ndeeba with bales of second hand clothes up to Ishaka, then to Bundibugyo via Kasese. That he was arrested at Karugutu in Bundibugyo on his way back.

    OBSERVATIONS
    5. Owing to the above revelations, it is noted that;
     Tezita is one of the most trusted ADF lieutenants. He joined the rebellion willingly after being indoctrinated with the ADF ideology. He is a devoted fighter.
     ADF has changed its mode of operations to using SMS by Kenyan and Tanzania Sim cards. This is to elude tracking and surveillance.
     There could be other vehicles procured for the same tasks.
     This requires robust intelligence.
     ADF continues to prey on the ignorance of the unsuspecting public especially the Local Government officials (LCs).
     The ADF leadership has continued to mobilize funds, logistics and direct operations from abroad unchecked.
     He is a chief logistician. This is evident by him transferring
     The assumed combat items to the said Muyizi aka Abdu Kawagu on instruction from Jamil Mukulu. The items include; 02 pairs of gumboots, 02 rain coats, 10 metres of black polythene paper, and 01 machete (panga) among others.
     Transportation of personnel has also been one of his many activities. This is true, bent on the revelation of his accomplice in crime, Zainabu Nasoolo Safina.

    RECOMMENDATIONS
    6. It is recommended that;
     Subject like others should be arraigned before court for committing treason as there is enough evidence to implicate him.

    Toxic Mix: Agenda Driven “Philanthropy,” Secrecy, U.S. Policy, And African Tyranny

    In May 2010, the LRA Disarmament and Northern Uganda Recovery Act was passed by Congress and President Obama promised to enact this country’s first-ever legalized pursuit of a foreign rebel army, the Lord’s Resistance Army (LRA), and capture its leader, Joseph Kony.

    The bill also states that it will help rebuild the northern part of Uganda. The region was devastated by a 20 year war that mostly affected innocent civilians and children. Fortunately there has been an absence of rebel activity by the LRA for over five years and peace and stability has returned to the region. Joseph Kony and his pathetic group of rebel forces have been expelled from Uganda and now roam throughout remote parts of eastern Congo, the Central African Republic, and southern Sudan.

    Two American organizations have led the efforts to get the LRA Disarmament and Northern Uganda Recovery Act passed by Congress. Invisible Children and Resolve Uganda rallied their passionate young supporters to lobby Congress to ensure the successful passage of the bill.

    I’ve done my part in helping children and communities in Uganda as a concerned global citizen. My involvement has been entirely personal and voluntary. I partner with my Ugandan friends who are stakeholders in the future of their country. I have traveled to Uganda many times since 1998. In 2007, I had the privilege of traveling extensively through the northern part of Uganda and visited the city of Gulu and several Internally Displaced Persons (IDP) camps.

    Resolve Uganda is now scheduling meetings with every United States Senator to discuss the implementation of the bill and to gain more support. The meetings are being referred to as “From Promise to Peace”. I was pleasantly surprised to learn that there is an upcoming meeting scheduled with one of the Senators from my home state of Texas, Senator John Cornyn (R). The meeting is scheduled for Wednesday, September 22, 2010 at the senator’s local office in Dallas, which is close to my home.

    I am very interested in learning about how this bill will improve the quality of life for my Acholi friends in the northern part of Uganda. I registered online to express my intention to attend the meeting. Soon after registering, I received a Facebook message from Lisa Dougan the Director of Communications for Resolve Uganda. She made it very clear that I’m not welcome to the meeting. We exchanged messages that I have provided below.

    To help me understand why I was being prohibited from attending this meeting, I decided to call Lisa Dougan at her Resolve Uganda office in Washington DC. During our conversation she reiterated that I would not be welcomed to the meeting and she highly recommended that I make no attempt to visit the Senator’s office during the meeting.

    I find it peculiar that a lobbying group based in Washington DC is so adamant about preventing me from attending a 30 minute meeting at the local office of my Senator. There is a pattern of secrecy and censorship that Resolve Uganda and Invisible Children are engaging themselves.

    The LRA Disarmament and Northern Uganda Recovery Act seems to be more about politics and United States foreign policy in Africa than about helping the victims of war in the northern part of Uganda. I believe that the bill is about legitimizing and legalizing an American military presence in Uganda to continue the global battle on terrorism, combating the growing presence of China in Africa, and defending American interests regarding natural resources, like oil and minerals. There is also a lot of money earmarked for this bill that will be distributed to unnamed groups and organizations.

    I have become of your efforts to join the Promise to Peace Lobby meeting in Dallas, TX. I have also seen the things you have posted on the Facebook event for that meeting. Let me be very clear: 1. These meetings are part of a RESOLVE campaign and are not connected to or organized by Invisible Children. Any postings you make on the event page to discredit or criticize Invisible Children are irrelevant and unnecessary. I have deleted them and will continue to delete anything you post of similar nature. 2. We both know that you are in no way supportive of the legislation or the policy objectives that will be promoted in this meeting. It is abundantly clear that your efforts to attend are not motivated by a desire to support the policy asks that will be made. As the coordinating organization of this campaign, we do not permit you to attend this meeting on the grounds that you in no way seek to advance the policy goals that this lobby meeting is specifically intended to promote. I will make it very clear to the leaders of the Promise to Peace lobby meeting and the Congressional staff who will be attending, that you were asked not to attend.

    If you are interested in sharing your views on this or related issues with your Member of Congress, you are more than welcome to schedule and attend your own lobby meeting. That is your right and privilege as a US citizen.

    Let me understand. Resolve Uganda and Invisible Children were allowed to harass and pester Senators by calling and camping outside their offices for days. “Activists” were fine with calling Senators things like “Dr No”. This was acceptable. However I am not allowed to attend a meeting? Interesting. So dissent is permitted as long as you get what you want? Why don’t you want people to be educated about the issues? Your political career is off to a great start.

    Michael, Our efforts to influence our Members of Congress and other political leaders has been done through the hard work and coordination of our own events and meetings. And everyone who participated in those events and meetings did so because they shared the views and desire to achieve the objectives therein. We never inserted ourselves into the activities/events of other organizations or groups, especially if we are in DIRECT OPPOSITION to their goals.

    I encourage you to coordinate your own meeting with your Members of Congress. You could even go so far as to plan your own public event(s) so more people can be “educated” by you. But to try to disingenuously join a constituent meeting with an objective that you in no way support or agree with is dishonest, lazy, and very much lacking in integrity. You are not permitted to attend this meeting. I will not discuss this any further.

    Islamic courts were instrumental in pacifying Somalia

    THE US decision in 2006 to send Ethiopian troops into Somalia in 2006 was one of the stupidest moves in a very stupid decade. This week, some of the chickens spawned by that decision came home to roost.

    On Monday the al-Shabaab militia launched a “massive war” against the 6,000 African Union peacekeepers, who are protecting the so-called government of Somalia. In reality, however, all it actually governs is a few dozen blocks in Mogadishu, and its members are just a group of Somali warlords and clan leaders who proclaimed themselves to be the “Transitional Federal Government” (TFG) in 2004.

    Six “members of parliament” were among the 40 people killed when an al-Shabaab suicide squad stormed the al-Muna Hotel in Mogadishu on Tuesday, but there will be no by-elections to replace them. They were never elected in the first place. The TFG made no progress in reuniting the country, and now its surviving members sit surrounded by al-Shabaab fighters who control most of the sprawling capital.

    Southern Somalia has been trapped in an unending civil war since the last real government collapsed in 1991, but the current round of killing was triggered when the US invited Ethiopia to invade the country in 2006. This was a bit high-handed, especially since Ethiopia was Somalia’s traditional enemy, but Washington’s aim was to destroy the “Islamic Courts” in Somalia.

    The TFG failed utterly to impose its authority and restore order in Somalia, but the Islamic Courts Union took a different approach. Its roots were in the merchant class in Mogadishu, who simply wanted a safer environment to do business in, and they understood that Islam was the only common ground on which all of the country’s fissiparous clans and militias might be brought together again.

    The Islamic courts, applying shariah law, were the instrument by which the society would gradually be brought back under the rule of law — and for about six months, it worked amazingly well. The zones of peace and order spread throughout southern Somalia, the epicentre of the fighting, and trade and employment revived. A made-in-Somalia solution had spontaneously emerged from the chaos.

    Inevitably, some of the younger supporters of the Islamic Courts movement enjoyed ranting in public about the virtues of al-Qaeda, the wickedness of Americans, and other matters of which they knew little. Almost every popular movement has a radical youth wing that specialises in saying stupid and provocative things. It is the job of the adults, inside and outside the organisation, to contain their excesses and NOT TO PANIC.

    Alas, the US panicked, or at least its intelligence agencies did. The mere word “Islamic” set off alarm bells in the Bush administration, which had the lamentable habit of shooting first and thinking later.

    Washington therefore concluded that the Islamic Courts Union, Somalia’s best hope of escaping from perpetual civil war, was an enemy that must be removed. Since the TFG was clearly not up to that task, Washington asked Ethiopia, Somalia’s old enemy, to provide the necessary troops.

    A prostrate and divided Somalia was clearly in Ethiopia’s long-term strategic interest, so why not? Especially since the US financed the whole operation.

    The Ethiopian troops invaded in late 2006 and the Islamic Courts Union was destroyed, leaving the field clear for the movement’s radical youth wing, al-Shabaab (The Youth). Attacks on both the TFG and the Ethiopians multiplied, and civil war and chaos returned to Mogadishu. After two years the Ethiopians, having thoroughly wrecked any prospect of peace in Somalia, pulled their troops out and went home.

    Since late 2008, only the 8,000 African Union troops in the country have kept alive the fiction of a Somali government friendly to the US, but al-Shabaab has now gone on the offensive. The two suicide bombs that killed 74 people in Kampala last month were a warning to Ugandans to bring their troops home from Somalia, and al-Shabaab is now trying to overrun the last small patch of Somali territory still held by the TFG.

    The northern half of former Somalia, ruled by the breakaway states of Puntland and Somaliland, is already at peace and will remain so. Southern Somalia will probably have to endure more years of violence and despair because Washington never understood that the Islamic Courts Union could be its tacit ally in stabilising Somalia. But nothing particularly bad will happen to anybody except Somalis, so that’s all right.
