Profiling Uganda’s serial arsonist on the rampage
We have had another hugely destructive fire, grabbing the headlines and yet no concrete clue as to who or how it all started or what the motive of the arsonist – if at all – was. What the fire last week at the Nakivubo Park Yard Market has predictably enlisted from the public are the usual angry fingers and conspiracy theories pointed inconclusively in all directions in an attempt to name the arsonist.
Then of course, the dominant basic hapless arguments, especially the one about the police fire department being inept and irresponsible, under-funded and ill-equipped as it is.
In line with what has become the norm, time and rain will wash the ashes away. Life will go on normally until the next inevitable fire. Then we will point fingers and hear the same tired fire fighting argument like we heard about a year ago after the tragic fire at Budo Junior School in April 2008. Then the daily cycle of life and on to the next fire, the absent fire brigade…
Looking at all the big fires we have had in the last couple of years, if one believes (like I do) that most of these fires are the deliberate, premeditated, carefully planned acts of an arsonist and that arsonist’s agents, it is possible to come up with a helpful profile that may finger the arsonist out of the pack – even if we may not stop the arsonist’s activities.
Uganda’s arsonist on the rampage knows the effect of fires on the media and the public mind and how it deflects attention from anything good or bad that may be going on in the country. For instance, the arsonist as an enemy of this country, may not have wanted us to look critically and scrutinize the vetting process of the recently appointed cabinet – the one that is intended to lead the charge to economic take-off and unleash prosperity.
The arsonist achieved this very well. Most headlines and airspace last week was dominated by the story of the fire while the cabinet quietly took shape.
Thus the next fire will conveniently come in to displace a contentious issue in the public domain. Secondly, the arsonist is a sly operator with an ear to the ground and always strikes where there is serious discord.
The arsonist leaves one of the contending parties (it could be a prominent partner in a marriage on the rocks, a fight for land, or influence) with an “obvious” clue as to who is the cause of the (gun) fire. We may be sure that the next notable fire will affect an area or people who have a serious disagreement.
This arsonist uses a destructive and sadistic mentality to their great advantage. The arsonist lives off the misery born out of loss and waste so much so that in it’s absence, the arsonist may desperately cause misery by fire to offer themselves the opportunity in the limelight when they turn up to the rescue of the “unfortunate” victims of fires.
Because of over utilizing this strategy, we may point out the arsonist by studying persons whose lives and times leave in their wake a mixed trait of violence and destruction on the one hand and generosity and magnanimity on the other.
(They do it the same way an army may procure support by masquerading as rebels at night and then turning up in the morning to ‘save’ and commiserate with the victims.) The arsonist knows the power of prosperity and success and will do anything to limit it so as to maintain a power relation where there is a great giver with plenty and desperate beggars who will fall over themselves in order to qualify among the recipients.
They understand the subduing effect of material and spiritual poverty and how easy it is to manipulate poor people. Thus the arsonist’s fires destroy sources of livelihoods, especially of the poor and vulnerable or are intended to crush the resilient spirit of what are perceived as proud and independent people in order to make them susceptible to control.
The arsonist is a very shrewd and strategic character whose diversionary tactics make it difficult for those who intend to scrutinize the arsonist’s activities. The arsonist will knock observers off the trail by supplementing the routine of huge fires with other “minor, unrelated fires” which puzzles those who may have established or are studying the trend that fires are taking.
That is why it won’t be surprising if a fire at a hospital, hotel or a police post or an office in a ministry follows the Park Yard Market fire to make the market fire appear “normal.”
The arsonist could be a man or woman. When we discard the naive approach of thinking about the fires as accidents and venting our anger on the fire brigade we shall have taken the first step to putting a name and face to this arsonist and be prepared for the next strike of fire.March 24, 2009 at 2:17 am #22702OmumbejjaParticipant
