Political implications of Uganda’s Muslim wrangles
Uganda’s Muslim Community has made a familiar step backward, by having two rival leaderships. A rival Mufti, Sheik Zubair Kayongo was named on Thursday by Muslims opposed to Sheik Shaban Mubajje’s leadership. It has happened before. The discontent with Sheikh Mubajje who was elected Mufti in 2000 emanates from the controversial sale of Muslim property. After a court battle, Mubajje and co-accused Movement stalwart and beneficiary of well publicized cash bail- outs ordered by the president, tycoon Hassan Basajjabalaba and the former UMSC Secretary General, Dr Edris Kasenene were acquitted.Last week, a gathering of 500 learned Sheikhs and their students threw a spanner in the works. Doing what they perhaps should have done long before they regrettably took the matters to a secular court, they examined the matter of “unlawful sale of a Trust (Waqf)” in light of the Qur’an and Sunnah. (Sunnah are the documented traditions of the Prophet Muhammad, the second source of Muslim law after the Qur’an).
A verdict was passed. Mubajje was banned from entering any mosque, until he repented and returned the sold property to the Muslim community. Although the UMSC Public Relations Officer was glad that Sharia was not applicable in Uganda and therefore the verdict was not enforceable, the organizers of the “Sharia Court” knew that too. But they were addressing the verdict to a learned person in Sharia, Mubajje, and his team of well educated Muslim scholars who know the spiritual weight of a verdict derived from the Holy Qur’an and Sunnah. The UMSC spokesperson was right. Mubajje has enough armed escorts supplied by the government to protect him from Islamic Law.
The current Muslim crisis is unique. For, it is being played out by “all the President’s men”. To explain the verdict against Mubajje was Uganda’s Ambassador to Iran, another Movement loyalist. Like it was in the recent by-elections for Woman MP in Sembabule which pitted NRM’s Kabatsi against NRM’s Anifa Kawooya, in which Kakooza Mutale was briefly detained for supporting the ‘wrong’ candidate, the current tussle for Muslim leadership is an entirely Movement affair. President Museveni is fully in charge of the situation and doesn’t seem to lose any sleep over the issue. Whoever wins the battle for Muslim leadership will be “his own”. It is possible that one of these days he will have to summon his cadres on the opposite sides “for a cup of tea” at State House. The current Muslim crisis has demonstrated President Museveni’s grip on Uganda’s vital sections of society, including religious groups.
Yet, there is another angle that is easy to ignore. Muslims seem to use their internal dynamics to prepare for national politics. The rebel group, Allied Democratic Forces, ADF, is alleged to be a product of government meddling in the internal affairs of the Muslim Community, a reaction to a similar leadership wrangle like the one we are witnessing today. From a security point of view, government may be advised to handle this crisis a little more maturely than it has done. It is also not a coincidence that some of the loudest voices in Uganda’s political parties across the board, are Muslims. They seem to have a collective national political influence much stronger than their statistical population figures.
Twice in the past three presidential elections, Museveni used Haji Moses Kigongo and Jaberi Bidandi Ssali as the top guys of his campaign team. The head of the NRM’s youth league is Muslim. The Libyan factor in Uganda’s politics is growing by the day. The situation in the Democratic Party, hitherto understood to be a dominantly Roman Catholic party is not different. The meteoric rise of Nasser Ssebaggala, the increasing influence of a score of young Muslim politicians some of them in parliament in the party may be of interest. The late Dr Sulaiman Kiggundu’s rise to the now controversial post of Chairman FDC was based on two important factors: His religion and then his tribe. Although some have sought to reverse the two criteria and obtain political capital out of the Kiggundu’s ‘Bugandanness’, ultimately the dust may settle when (even) a non-Muganda Muslim becomes the party Chairman.
There is also this sinister belief among some Muslim elite that they survive better when everybody else thinks that they are hopelessly divided, confused and incapable of planning for their community. They argue that although they cannot deliberately cause confusion in their community, they get less attention from their enemies when they appear disorganized.
For them, a period of apparent disorganization allows them to do the more serious work to build their community, when the prying eyes of detractors are fixed on some inconsequential developments in the community. Could this explain why there is not a lot of effort being invested in solving the ongoing crisis by some of the community’s best brains?OMAR K FROM MONITOR

The current crisis that threatens to tear apart the Muslim community in Uganda reached a new twist this week. A group of Muslim clerics opposed to the Mufti Shaban Ramathan Mubajje, on Wednesday elected Sheikh Zubair Kayongo to serve as their new mufti. Sheikh Kayongo, along with more than two dozen other leaders on the new executive, will be sworn in after Juma prayers at Kibuli Mosque today.Apparently, the “rebel” faction is following through on an announcement it made during celebrations to mark Eid-el-Adhuha in early December last year, that they would name a parallel leadership, having withdrawn their allegiance from what they described “as the disgraced leadership of Mufti Mubajje.
This followed the Mufti’s highly publicized Court battle, though he was cleared of fraud and forgery charges over the controversial sale of Muslim properties in Kampala. The magistrate, however, ruled that the Mufti had repeatedly lied to the Muslim community about the property transactions. His opponents say this should be enough grounds for him to step down.
While everyone would understand the feelings of Sheikh Mubajje’s opponents, this new crisis is as sad as it is retrogressive for the Muslim community in Uganda as it seems to open up old wounds. The acrimony that was generated by the wars between Sheik Obed Kamulageya and the late Sheik Kassim Mulumba in the 1980s and those of Sheik Saad Luwemba and Sheik Rajak Kakooza in the 1990s is still too fresh in the minds of Ugandans on account of the embarrassment it brought to Muslims in this country.
A solution to the bickering must be found in the spirit of brotherhood and reconciliation. We think there is need for a neutral arbitrator in this situation. President Yoweri Museveni played a key and commendable role in helping to resolve the previous wrangles in the Muslim community. He could be called upon to do the same this time also.
Secondly, Libyan leader Muamar Gadaffi has for several decades been a great friend and brother to the Muslim community in particular and to Uganda in general. Given that he knows a great deal about Islam in this country, he could be given an opportunity to act as an arbitrator. We think it is not in the best interests of the country that these wrangles should keep recurring.
An amicable solution must be reached sooner rather than later in an effort to save Islam from plunging into the confusion witnessed in the past as a result of leadership wrangles between warring factions based at Kibuli and Old Kampala.

Wednesday, 04 February 2009 20:06On Friday last week I went to Kibuli Mosque to attend the inauguration of Mufti Sheikh Zubair Kayongo Sowedi.
I have attended several Friday Juma prayers at this mosque but this was a euphoric one. Muslims filled the mosque, its compound and parking yard.The behaviour of the crowd was telling. They exhibited deep love towards one another. Every person appeared to treat Kayongo’s inauguration as a personal triumph; the reason it is the subject of this column this week.
Many Muslims who attended this function simply wanted to make a statement that they had withdrawn faith in Sheik Shaban Mubajje, a former fraud suspect.I am longing for a day the rest of Ugandans will begin treating leaders suspected of fraud the way Muslims have treated Mubajje. If a minister grabs workers’ savings, we must collectively make public places a no-go area for him. We shouldn’t allow individuals who have dipped their fingers in the public till to walk with their heads held high on streets of Kampala.
I am not an anarchist, but individuals who steal public property should only enjoy their loot inside their residences. That is the spirit under which I went to attend Sheikh Zubair Kayongo’s inauguration. Kayongo’s leadership emerges out of a struggle to protect public property for the benefit of all Muslims.
I saw that message written all over people’s faces as Kayongo and his team took turns to swear in by the Quran at the stairs of Kibuli Mosque. They all pledged to serve with honesty.
Kayongo may not have the same access to Muslim property as Mubajje has, but we shall judge him on the little he will lay his hands on. We will also judge him on how well he uses his office. He may not steal but might be tempted to use his office for personal interests.
One of the reasons religious leaders have lost influence in this country, like I argued recently, is because of their limited participation or involvement in matters affecting the lives of their followers.Politicians have presided over swindling of our wealth and because they buy them vehicles, religious leaders have kept quiet. In fact, they have become accomplices to this crime. The un bothered public has made this stealing a lucrative job.
We expect the new Mufti to be honest and truthful. Some of the Sheikhs, including those on his side, are not honest. They are like Mubajje. I hope Kayongo will organize a seminar to teach such leaders Islamic values.
The other day I attended special prayers at Kololo Airstrip dedicated to the suffering Muslims in Palestine. There were lots of placards, including those calling for African unity as propagated by Libyan leader, Col. Muammar Gaddafi. I have now learnt that a Libya-based faith NGO with offices in Uganda sponsors demonstrations against Israeli brutality and occupation of Arab lands.The Sheikhs who gathered us for prayers at Kololo photographed us with placards calling for African unity and presented them as evidence for payment. This stupidity was repeated at Wandegeya Mosque the following week. Sheikhs have become mercenaries.
This is dishonesty of the highest order. Religious leaders are not supposed to work for immediate and earthly gains. Sheikh Kayongo should call such Sheikhs to order. They make us lose the war against Mubajje because they are behaving even worse.
Finally, Sheikh Kayongo’s ‘Muftiship’ must be responsive to all national matters. My brother Sheikh Ismail Ssebuwufu tells me that Islam covers every aspect of life, including environmental degradation.
Muslims need to begin acting as a buffer against human rights abuses, deforestation, land grabbing, abuse of office and corruption. The Sheikhs who sat at Hotel Africana to condemn Mubajje to hell must sit regularly to condemn other thieves.That is the only way we are going to clean up this country. Leaving the war against corruption and abuse of office to the media and sometimes Parliament is irresponsible.
Like I suggested earlier, Sheikh Kayongo should publish a list of corrupt Muslims and we expel them from our mosques. I understand that an order stopping Mubajje from entering mosques has been issued but we need to widen it.Sheikh Kayongo should re-establish Muslims as a formidable civil force that is consulted on all national matters. At the moment because of corruption, Museveni passes on some handouts to some fellows who claim they speak for us all. Muslims must establish positions on all national matters and support a leader willing to respect them. I know Museveni consults the Catholic Church because of its high level of organization, although he has sometimes lied to them.
Our aspirations are larger than removing Mubajje. Let the removal of Mubajje be a short term project and re-establishing the Muslim bargaining power be Kayongo’s main project.Ssemujju Ibrahim Nganda, The author is Political Editor of The Weekly Observer

KampalaA total of 250 Imams from mosques around Kampala yesterday withdrew their allegiance from Mufti Shaban Mubajje and crossed to the Kibuli-based rival faction.
The clerics agreed to support rival mufti, Sheikh Zubair Kayongo, arguing that the leadership of Sheik Mubajje had abused the trust of Muslims. “We have been keenly following the affairs dogging Sheikh Mubajje’s leadership. He is unfit to continue being our leader. We are calling upon Mubajje to resign for the good of Islam,” said Sheikh Sariman Farisil, the Imam of Kabowa Diniya Mosque.
Sheik Farisil, who spoke on behalf of other Imams, said they had also banned Mubajje from entering all mosques under their jurisdiction until he resigns and returns all property that he allegedly disposed of. “We don’t want to see him in any of our mosques until he admits wrongdoing and makes effort to return our property,” he said. “He sold a mosque, a clear indication that he doesn’t want Moslems. It is better he prays from his home until he comes back to his senses,” Sheikh Farisil added.
The property that Mubajje is accused of selling includes plots 30 and 102 on William Street in Kampala. Plot 30 houses Masjid Noor mosque.
UMSC publicist, Nsereko Mutumba said the Imams had no authority to prohibit his boss from going to city mosques. “That is loose talk. All mosques belong to Allah and everyone is free to pray in any mosque,” he said.
The Imams were mobilized by Kampala District Khadi Sheikh Siriman Ndirangwa who also defected to the rival mufti’s camp last week.
