THE death of Mutesa I left more questions unanswered than any other in Uganda’s history. Following fresh revelations last week, UPC’s Joseph Ochieno thinks the chapter should be closed.
NEW details on Mutesa death”, shouted Sunday Vision lead story and headline on May 16. It was one of those lead stories that normally led one not to the real meat but an anti-climax. But being about Mutesa vs Obote and Buganda vs a perceived UPC government for that matter, it is such an emotive issue. It normally throws off common sense, reason or for that matter issues that would otherwise qualify for rational debate.
Even for a toddler that I was, when these very sad events occurred in 1969, the headline struck off almost an immediate conspiracy; why now? And for John Simpson that I knew, an investigative journalist with the BBC, a British citizen by birth, abode and character, aspects of the facts did not add up.
As it happened, I was not alone. Mama Miria Obote, with whom I discussed this matter, was equally disturbed. I am sure that my friends from Buganda Kingdom were disturbed too, because Simpson’s ‘revelations’ raise more questions than answers.
And the list of the questions would even be longer, but thanks to a renown lawyer Peter Mulira’s equally concerned piece in Sunday Vision of May 23 “Simpson was not with Mutesa”, where he adds a contextual perspective to the circumstance of the late King nearer the time and surrounding his unfortunate demise.
It included possible negligence by aides and public authorities and, significantly demystifying the ‘poison hands’ of a one Tatu Sekanyo, supposedly on the orders of the late Milton Obote. Now, is it true, for instance, that it took more than five hours from the time the king was found collapsed before permission was granted for an ambulance to be called? Who was responsible for granting permission?
Outside what Mr. Mulira calls the ‘inadequacies of others’ and, from the point of view of the king’s friends, family and his subjects, what then was the role and responsibility of the British authorities?
My experience of the British law is that in these situations, all suspicious deaths (let alone high-profile one as such) must be subjected to postmortem. All deaths are certified by medical doctors. No doctor in whose hands a patient dies is allowed to certify such a death! So what were the results? In this particular case, there would have been an inquest, by a coroner — an official responsible for establishing the cause of death. Were they conclusive and if not, where are we 41 years later?
That this death occurred of a former Head of State, the police would and should have been involved and so would, almost certainly have been the security services, MI5 and MI6, the British internal and external security agencies, considering the relationship the British government had with Uganda at that time. It simply made sense.It should be recalled that by 1969, the relations between the two governments were not good. First, the Uganda government had nationalized a number of British companies, then there was intense debate around citizenship or not, of Uganda-Asians of British proxy and lastly, Dr. Obote’s avowed leadership stance on the campaigns against British support of Ian Smith’s apartheid regime in Rhodesia (Zimbabwe) and their arms sales to the more obnoxious apartheid regime in Azania (South Africa).
Obote was the spokesperson on these matters on behalf of the Front Line States, whose key partners were presidents Julius Nyerere of Tanzania, Kenneth Kaunda of Zambia and ANC’s luminary Oliver Thambo for South Africa.
It is on record that the British were at this time already resolved and scheming to overthrow the government of Milton Obote, except that they were still being cautious and typically double faced.
Only that in 1971, Israel, for reasons outside this piece, simply speed-ed up the process in which both countries concurred at once. Surely, the death of the king, if it could possibly be linked to Obote or his government, would have provided the best diplomatic, political (for British domestic audience and Ugandans, especially Baganda) and moral grounds to move against Uganda. Why did they not? Instead, why would they decide to keep the same issue ‘under wraps’ for all these years?
Is there something else that happened to the king that some people fear to say or are embarrassed about? Surely his family, especially his young and unsuspecting family, Buganda, friends like me and all well-meaning citizens deserve to know.
As someone privy to Milton Obote’s last months and years on issues political, I was privileged to have discussed sometimes at length and worked with him on a number of national and international issues.
Buganda and Obote’s relationship with his friend, Sir Edward Mutesa was one of them. I am witness to serious and can categorically state, very advanced steps in his efforts and that of a number of leaders and members of the Mengo and Buganda Royal family aimed at harmonizing their relationship, establishing the truth, healing and bringing to closure a unique relationship and friendship mired in politics, self-interest, lies and political opportunism mainly from without the immediate parties. These two families need a breather, so do their respective ‘constituencies’ and Uganda at large.On more than one occasion, I felt and witnessed the rare emotion involved in relaying the experience of a very close friendship that simply went sour. If only Obote lived another 12 months, a new paradigm would apply, but it was not to be.
As a young Ugandan who is married to these matters by circumstances, polity and social reality, I strongly believe that it is in the best interest of all concerned to bring these matters to a considered close.Regardless of the ‘interests’ behind John Simpson’s new revelations, experience has shown that political leaders have played on emotions around this issue only to divide our peoples even more. Whatever the motivations, it has been opportunistic, callous and has never really opened genuine new pages for this country.
For now, let another mythical narrative, one that even Sunday Vision fell trap to, be rested: It is a fact that following the demise of the King in 1969, the UPC government offered to return his remains to Uganda, but it was refused. Though understandable, the apprehension was under the circumstances, unfounded.
Now, the British government too, owes the people of Uganda an explanation. Our first, albeit titular Head of State, died under their care, in their country.Did they fall short of their responsibility under international law? Was there a foreign policy blunder somewhere?
As a country that has bled since independence, it is time for us to stop living behind our shadows. The truth must be told.
