Rid the health sector of quack doctors

The recent arrest in Kampala of Mr Sammy Wesonga Makopi, a Kenyan, who was operating an illegal clinic that used oxygen to “treat” various diseases including HIV/Aids and cancer, is only an eye opener of the danger Ugandans are exposed to due to lack of proper surveillance of the medical practitioners.

What is even more disturbing is that it took a directive from President Museveni to the Inspector General of Police to have the man apprehended. By the time of his arrest, Mr Wesonga Makopi who is alleged to have fled justice in his native country, had administered his oxygen therapy “treatment” to some 40 Ugandans in two months at Shs600,000 each.

Dr Medi Kawuma, who heads the Uganda Medical and Dental Practioners Council (UMDPC), which monitors medical practitioners, described the man as “dangerous to society.”

Cases of illegal clinics and quack doctors like Mr Wesonga are all too common in this country but no one can tell why the police and the Medical Council seem to cast a blind eye on them to the detriment of the community.

In May 2006, Mr Elahi Allahgholi, an Iranian national, was arrested for making and selling expensive drugs without the approval of the National Drug Authority (NDA). For two years, Mr Allahgholi claimed that his herbal ‘medicine’- Khomeini — was a cure for HIV/Aids, and many unsuspecting patients were duped into buying the ‘drug’ expensively.

In an another case, UMDPC suspended the late Prof. Charles Ssali from practising medicine after finding that his Mariandina pills were mere food supplements and not a cure for Aids. But by the time the disciplinary measures were taken against Prof. Ssali, many people had been fleeced of millions of shillings over a long time.

There are important laws on our books governing medical practice but there is no interest on the part of the police and other concerned authorities to enforce them. The National Drug Policy and Authority Act mandates the NDA to regulate the administration of drugs in the country.

But under the very noses of the NDA, some unscrupulous people are flooding the city streets with adverts of drugs with claims that they can do all sorts of things including enlarging bums, breasts and manhood. Daily on FM radios and in newspapers, people who claim to be “doctors,” are inviting patients to go for treatment and healing, in total contravention of the Medical and Dental Practitioners Act.

The Medical Council and police should not wait for a presidential directive to start executing their mandate. The public is in obvious danger and our health sector must quickly be relieved of quack ‘doctors.’
